		<description>I&#039;ve come across this solution everywhere on the internet, but it doesn&#039;t work for me :(

I&#039;ve asked every developer I know, and nobody can figure out what&#039;s wrong.  Localhost just gives me a 404.  If I try to create an alias, it beeps in gives me an error popup: &quot;Could not execute menu item (internal error) [Exception] Could not perform service action: The service has not been started&quot; This happens for a number of other operations.  I&#039;ve reinstalled twice.

I&#039;m on Windows 7, and I don&#039;t have IIS running (which also steals port 80).  Do you have ANY idea what might be causing this?  I had a very similar problem when I tried to use EasyPHP, which is more or less the same.</description>
